Southgate played him in the first two matches, so he clearly came into the tournament as first choice. He didn't have great games, and arguably isn't as suited to playing as part of a detached front three as Rashford, Sancho and Saka. Phil has played nearly all his games surrounded by passing options, so it's not a surprise that's not quite his game.
I suspect that Foden would have come on in the last game, if it wasn't for the yellow card.
Rashford is no a player in form, either for club or country. There is only one reason he's even at the Euro's and that's the club he plays for.Phil was picked for the first two games. Rashford was not. Sterling had a shit season and has been picked every game.

Now, stats don't tell us everything, and they tend to be skewed towards attackers, but whoscored have him as one of the top five players in the Bundesliga last season. When you look at the other players in the list, he's in pretty good company.saka did not rip up trees at arsenal last season did he. sancho had a ok season
