I think Manchester's standing in the world is growing by the day, but even if it wasn't then a leisure destination could do pretty well in a lot of places. That Harry Potter tour (as an example) does remarkably well and I've no idea exactly where it is (without googling)...it's not in London mind.
Maybe they're just waiting for the 'perfect' partner, or perhaps this is indeed longer term (those 6000 odd house builds have been put out in the press first).
I'd hate to be wrong...I think an international leisure destination (along with recent announcements) would really push this city up the pole.

May I be so bold as to suggest that money is no problem but Manchester's image and global standing is when searching for something world class?
For almost a decade the council tried and failed to get a partner for the collar site and ended up with a casino that many felt was morally objectionable.
Now, over a decade after the Commonwealth Games we seem to be no nearer finding out who will be the anchor tenant,the big name, the world class, eye watering addition to the campus.
I fear that it simply wont be as wow as we all hoped for originally.
