As I see it, the key stumbling blocks are:
A) the roof - I've got the ends slopping the other way but with the inner 'ring' still as it is today but I have no solution for routing water down to those big spouts
B) access/egress for supporters - my view is that more spirals would be required (as in the original 2000 Olympics Stadium Concept)
C) corner air flow vanes - these would be covered up so another solution would be required
So whilst my drawings look feasible, since I mocked them up I'm no longer convinced it can work quite like this

It's the focal point of the Etihad Campus...it ain't going anywhere or being knocked down!

I thought of the Millennium Stadium in Cardiff when GXCity mentioned the 2nd tier's being extended to look like the kop. It could look amazing if you could get the 2nd tier at each end to join with the 3rd tier at the top like the picture below that somebody made on a different site, only without the huge scoreboard, and the seats being blue of course. (The picture was too large to post so I put the url instead).

Cable net is still there as the front of the roof is still actually the same level as is now, its the rainwater run off that doesn't work
But the sightlines actually will be absolutely fine from the very back of the new end third tiers
The drawings are nothing more than copies of the Arup Originals (available on the internet) with judicious cut/paste/retouch/recolour for the green (new) bits
