if the city council are not funding it they can't really be the landlords

The land has been disposed of at market value to a joint venture company owned by MCFC (80%, if I recall correctly) and the Council (20%), if I'm right about MCFC's share). The JV company will presumably therefore: (i) build the structure on the land that will house a hotel, indoor arena, leisure attractions, food outlets, bars, retail units or whatever else they decide to put there; and (ii) lease out all the above to appropriate tenants. Also IIRC, there's also a body with two representatives from MCFC and two from the Council to agree how they're going to use the land, what further land in the vicinity of the stadium may be transferred to the JV company at a later date to be developed, and so on.
 
My take on the announcement is that the hotel will contain a casino and shops similar to the one being built near the NEC in Brum.

In my opinion too the fact that they are rebuilding the Brunswick estate in Ardwick in the new year will maybe push through building a new concert venue that could eventually replace the Apollo, clearing more area in Ardwick for the housing stock.

Also my other idea could be a venue to house a museum in the Guggenheim ilk or asp reposed recently moving some of the British museum to the North.

first time I've seen this looks excellent a few more bars an restaurants accessible from the outside and this would be great.

watch the academy game in the morning. over the bridge for a few beers at one of the bars and a bite to eat then watch The Champions, then a meal in the restaurant and maybe catch a film - not a bad way to spend a Saturday.
