Because they're likely to appeal. It's messy enough as it is, but imagine if they get relegated by a point. The 2 points is likely to be reduced to 1 on appeal. The other team thinking they're safe and find out after the season has finished that they're actually relegated. Needs finalising before the start of next season as two sides can't start the season without knowing which division they're in.

I don’t mind Everton, got a lot of good mates that follow them. Would like them to stay up.
That said these sanctions make no fucking sense. If the PL are serious in going after clubs then there’s no rhythm or reason why this deduction is less than the original.
