Bit of both.

Mercedes come across a complacent this season and Red Bull have tools advantage.

7 years of dominance definitely made Mercedes soft. They're cocking up strategies, pit crew are making mistakes and they've let the Bottas situation linger because they didn't need help for Hamilton.

I think this season is getting away from them quite quickly. The summer break is coming up in August and they'e going to need to make some serious improvements to catch up.

The big unresolved question this year though is how much teams are focusing on the new cars for next season - will they even bother to devote large resources mid-season to improving this year's car?
 
Toto Wolff seems to have made the point that Mercedes are pulling a Haas and focussing on development for next year at the expense of this one. It's a risky move but it's that sort of thinking that got them the WCC so many years in a row after the last major regulation changes.


Verstappen could win at a canter this year. Although it may be worth being wary of:
1) Mercedes bullshitting.
2) What happened with Vettel and Ferrari in 2017.
 
Hamilton extends his stay at Merc for 2 more years. Weirdly early announcement. I wonder if they're already thinking past this season?

I did read a piece months ago that suggested Mercedes were focussing more on next year‘s car with all the rule changes.

I guess that they have had to invest more in this year’s car to make it competitive now.
