FFP - 21 Man Squad Restriction & Homegrown Quota

As there's still no announcement on the makeup of the squad is it possible they are waiting for the world cup to kick off so that the story gets buried? If so, it implies we are going to get off lightly and UEFA don't want the masses to notice. If it was a severe punishment they would want everybody to see what they have done.

Or am I just clutching at straws?

I genuinely think that UEFA are actually in a quandary. Assuming that the '16' is a true figure, then the makeup of the other five is going to cause them problems. In normal circumstances, where a squad of 25 is permitted, a club doesn't have to declare a squad of this size but to reach that figure, it can only do so with a 17+4+4 allocation. As we know that our squad this season is reduced to 21, and again if it true that we can declare 16 overseas players, then the makeup of the other five is likely to cause all sorts of arguments. If UEFA have punished us because of our transfer activities, and with them openly encouraging clubs to develop from within, there may well be voices high up in that organisation who insist that the four club developed places are filled in order to meet the fully declared 21 man squad. The arguments may yet be set to run.

If you've looked at the sanctions overall we have already 'got off' lightly. I'm still of the opinion that after UEFA moved the goalposts so that we failed, we went in so heavy that we've got whatever they originally put forward as sanctions watered down to such an extent that they're all but immaterial to us and will be a long forgotten memory after next season.

Looking at the proposed transfer targets and outgoings it seems to me to be 16 +4 AT +1 CT at the moment.
As it stands the plain, unvarnished truth is that in order to make room in the Champs League for our 3 nailed-on signings - Sagna, Fernando and a Centre Back - one or more of our esteemed foreign internationals is going to have to move on or be left out of the squad.
At the moment :-
1. Zabaleta
2. Kompany
3. Demichelis
4. Kolarov
5. Garcia
6. Fernandinho
7. Yaya
8. Navas
9. Nasri
10. Silva
11. Aguero
12. Dzeko
13. Negredo
14. Jovetic

Plus Hart, Clichy, Milner & Rodwell as AT with Boyata as the solitary CT.
This is presuming Nastasic is on the 'B' list.

Fernando & Mangala/Benatia would take the last 2 FT spots.
Sagna counts as AT and I've only got 1 goalie there(I think you HAVE to name 2 in the squad). Presuming an English/homegrown backup keeper, Rodwell possibly and 1 other(from any category except for CT) are going to be bang out of luck.

Of course this is working off the 16+4+1 squad makeup.

for the umpteenth time, Sagna is not homegrown (AT)!

You've been here before re Kasper

And as I said last time, why would he come back to City to be number 2 again when he is number 1 at Leicester in the PL

Also since the last time you said it he's signed a 4 year extension to his contract
