Because Levy is pushing the agenda imo. Bale is a 40m+ player now because that's what top players go for. Levy wants to make sure he juices this deal for whatever he can and Real Madrid are big spenders in the past so it's obvious they will try to push this angle to inflate price and cause a bid war meaning price goes through the roof.
IMO he will go for £40-45m or thereabout or 50m euro. No way will he go for more than that and if he did I staggered, truly staggered.
Levy will use money to fund another overhaul and add the tV cash too. Say they get £45m for Bale and an extra £20m from TV then that's £65m + whatever they had in coffers (have in mind they bid £15m for Damaio in Jan) so that's £80m to spend, that's enough to get 3-4 top quality players. I'd say Moutinho, Damaio/Dzeko/Benteke, Bale replacement could all be bought on the back of that deal.
If I was Bale I'd want Madrid due to them being the biggest club out there, it's also dependant on Ronaldo, if he's still there I'd stay in our league.

I think both Spansih teams are in no position to buy unless they sell players off. Real have an agreement with Spurs and I expect Real to get Bale but only if they send a player + cash the opposite way.
City could pay cash upfront for Bale and pay right away, no-one else except Chelsea can do that and we and Spurs don't have any troubles really. United and Chelsea on the other hand have both tapped up Spurs players (Berbatov and Modric) in the recent past so I expect Levy to have us above them both and I wouldn't be shocked if Dzeko was offered in some kind of deal.
Personally speaking I see him in white nest season but the white of Madrid.
It's only British tabloids that have been linking him to Madrid.
It looks like it's the tabloids and his management group and agents who push him towards Madrid. Why?

Mou will leave at the end of season. It's not clear who is going to replace him, but quite apart from very different football they play from the EPl or Bale, I can see him struggle to cope with a foreign language and culture, as well as non-English speaking manager/coaches, which would obviously affect his performances.
