Think of it like eBay, the price is set by the amount the second highest bidder is willing to pay.

In this instance the second highest bidder was last August and they also only offered £7m. He's not worth much. By hanging on for another 5 months before selling, Coyle (well, Gartside) has had the player for free for that time.
