Considering a used 960 as it would probably run most games @60fps in 1080p at high settings, can get them for less than £100

Yes, but in 12 months the ray tracing (R in the RTX) will be a game changer. I reckon 24 months or so will see RTX as a dependency for 'high' or higher graphics modes and gen 1 RTX will need SLI to manage anything like gen 2 RTX as it isn't anywhere close to optimised. Fair enough. Gen 1 ray tracing feels like HDR vs non-HDR or 60 vs 30 fps though. It isn't a 720 vs 1080 jump.Perhaps but I'm not really willing to spend that much on just a gpu in all honesty.
Obviously if it works out well then you'll probably get cheaper cards with Ray tracing in a few years
