Give Eastlands its Kippax

No follow arsenals example of ramming them in that corner and moving 109 110 and 111 round to South side

Ideally you could split the away fans over three tiers starting with the top tier first and working down, I know it's unlikely but it would seriously disrupt any noise coming from the away fans. I'm sure the police would have thier say though.

More stewards needed over 3 tiers, therefore not cost-effective?
