i thought the whole of CoMS was City's (aside from a few blocks for the away fans). Maybe the reason of lack of atmosphere is that people just like to critise rather than 'support' the team.

The problem at the moment is that the two noisier (theoretically) blocks of supporters - 110/111, 116/117/118 are separated. Shift the aways to the 110/111 corner and let the rest be one south stand. It wouldn't be that hard to achieve.
And if we extend the stadium, spread them over the 2nd and 3rd tiers of 210/211 and (probably numbered) 310/311.
