I am under no illusion that he or Levy actually care much about us as a club, but they do as an investment.

I agree with all of that, I don't really know what your point is. If Lewis choose to he could easily inject alot of cash and be free and easy with FFP, but he never has and never will.That is my point. That, to me, is not caring about the club. He is rich enough to push Spurs to the next level and chooses not to.
Our owner wants a return too, but he will get that after heavy investment (which he doesn't do for Manchester City specifically anymore, his investment is mostly only used for expansion and infrastructure now).
The CFG is worth $5 billion. That is significantly more than has been injected by our owner.

If you are worth that much and levy is a genius why did you attempt to furlow staff ?Id say they would COVID hasn't been kind, that's for sure. Forbes says £1.65B as of last year, who knows we might get a super rich owner down the line :).
