I can well imagine Levy agreeing to sell Kane in the event that Spurs were to fall far out of contention for major silverware. It's been reported that Levy persuaded him to stay last summer and then Kane looked in tears at the last game, when he did a lap of honour. He then made a video basically telling everyone he was leaving, only it seems to have the rug pulled out from under him again.
Kane probably thinks that Levy has gone back on his word and can't be trusted and after all that's happened i can see that he'd be well pissed off!

What planet are you living on? Honestly, Spurs are not even close to being a rival of City’s. You’re so far behind the chasing pack. Spurs’s rivals are Wolves, Leeds and Everton, and that’s WITH one of the top 5 no 9’s in world football ffs.
