It can’t be a sure thing if the club don’t stump up the agents fee / asking price like somebody will…You need to get your head out of the clouds, this is not Roy of the rovers and footballers aren't all pining for the club they supported as a boy. You have no idea if haaland wants to join city, he may want to live in Munich, London, Madrid etc and that could be a major part of his decision making process. He may feel that he owes Dortmund another year. He might see Chelsea as a better proposition with a view to moving again in 3/4 years.
