i might be being naive here, but would the normal transfer rules not be in play here? if they haven’t agreed a fee, why would they be meeting with his representatives and not the club?
would this not be classed as tapping him up?
There's just no point entering into negotiations for a player if you've no idea whether or not he actually wants to come or if you can agree on personal terms. The negotiations with Kane's people probably took a day or two, but to agree a fee with Spurs takes months, so most clubs now deal with the player's demands before they even ask the club.

As long as it doesn’t end up with us in FFP lumber again, the price doesn’t concern meAfraid it could be true. We have been pushed to corner here. Spurs can't sign a decent backup for kane. We don't have a back up plan and levy is taking full advantage of that. I won't be surprised if we pay whatever he asks (£150M)
