How Come Chelsea Sign Ramires - No Sweat?

whether a team is successful or not doesnt make any difference on the price of a player, wages would come into it as a player would want more probably depending on the risk in joining a club, its the club that set the price. but what i think is a factor in clubs hiking the price up for city is the fact of the number of players we are trying to sign, in a way it makes us look more desperate and also the knowledge that we really do need to sign to improve our team/squad so they hold out for more.
Where as chelsea have had limited intrest in players so a club would be more likley to agree sooner. its a lot easier to fill a couple of positions rather that 6 or 7ish and others clubs see this IMO

Luiz could very well come to Chelsea and we are not in for Kaka or Torres (neither of which would go to City at the moment). Tevez and Silva are City players and, again, we are not in for them. City wouldn't accept a bid no matter what we did, but I'm sure if they could play for City, they would play for Chelsea if we paid the price.

I guess my point is Chelsea are a very desirable club to play for, and they shouldn't be underestimated, especially when there is no nailed on guarantee that City will do well (though, I admit it's extremely likely, a team that works needs to be built).
