When was FFP introduced by UEFA, was it [1] before Chelsea became the beneficiary of the Rouble, was it [2] later than that but before our Sheikh Mansour takeover, or [3] following our takeover. If these rules were in place before [1], a case could be made for fairness but if later than [3] then there is no doubt who these measures were aimed at.

To implement ffp, uefa had to everyone agreement
Only Chelsea refused, about a year after the takeover, abromovich, realised we needed stopping and agreed to it and it came in force.

If I remember correctly they started talking about it in the summer of 2009, spent a year putting it together and finally agreed it in the summer of 2010.
