Whilst I agree with you that Wenger is a better manager than Mancini, Wenger can be held partly responsible for the above happening.
He's got the resources to replace any outgoing stars and the reasons why the likes of those big players have left is down to AW's stubborness to buy proven players to go along side them.
He hasn't got the funds though, Kroeke demands they post a profit every year and knows Wenger is fighting a battle on field and with fans, that's why he's paid handsomely.
Usmanov wants to buy club and bankroll a title battle, Kroenke is a businessman, Arsenal is now a business.
City invest, Arsenal profit take. There's nothing else to it than that. It's incomparable.
Wenger is a fundamentally better coach, every player on his books got better through him, few are unhappy at the club. The things that cost Arsenal silverware is their wage system (socialist model, the fringe players on too much and th best on too little) and the profit taking board.
I don't believe Arsenal offer Wenger a war chest, I am lead to believe they treaded water this season and plan to invest a bit in the summer with new tv and the likes of Arshavin off the wage bill.
