It looks like it's popped out at least four times.

Have the club come out and said that ? If so, then it's not good long-term, I don't see him making the world cup or playing for city until the 2nd part of the season, but when he played for city it did not pop out just pain in the arm and should when lifting it up that's why I think it's a frozen shoulder

It was in the Athletic - they don't actually mention dislocation each time, but it has definitely happened a couple of times at least, and clearly all the issues are linked.

From the article: "The first time his shoulder dislocated was in a home game for Leeds against Wolves in October 2020. But the significant injury happened on the final day of that season against West Brom."

They then said that he didn't have surgery after that game as it was just before the Euros and he didn't want to miss them. Apparently it was considered when he had a medium term injury last season, but Leeds didn't know how long his injury would last, and I suspect with the club being under pressure, wanted him back asap.

It then says he injured it against Barcelona, which wasn't considered serious (pretty sure the commentary said it looked like a dislocation, but maybe it wasn't), but then dislocated it in training again last week.

So, although not definite dislocations each time, it does sound like that's the issue.

So it's looking bad for him and making the world cup then.
it's not easy to get fully fit after the operation, it's a long rest then long term muscle build up to get it strong enough to hold it in place, 8 to 12 weeks at best but again could be 6 months
 
Shoulders are probably the trickiest body part due to their intricate structure and rotational properties,there is never a guarantee obviously.
Same injury that Bryan Robson has before the World Cup in 86, that did not go well, hopefully this outcome will be better, the sooner he has the op the better, almost certainly miss the WC but he has a long career to protect.

86 was a very long time ago ,i'm sure techniques in shoulder surgery have moved on , same as knees ,once upon a time a bad knee injury meant career over at the highest level most of the time
