Given that hundreds, possibly thousands of bank robberies have been commited by people in helmets/balaclavas then i think banks have every reason to make people remove helmets when entering their premises

No more so than anything else that can be used to obstruct identity. We had the 'The Stig' robber afterall. We also had the makeup robbers. Both at Graff. I'm sure there was a cosmetic surgery robbery I was told about but I haven't been able to find that on Google. Regardless, I believe the implications for freedom of expression outweigh those of being able to identify someone by only their eyes, voice, height, and method of escape.

Not an issue. A person can be fearful of anything. I know of someone who has a fear of donuts. We can't ban anything just because it may intimidate or offend someone.

Private institutions can do what they damn well want. If they want to ban someone wearing a burka but allow someone wearing a motorcycle helmet that is fine. There is an atmosphere of political correctness which means that I personally think private institutions feel the need to respect religion/culture, or even the perception of it, over a motorcyclist. That is wrong. Public institutions should apply the same standards but as far as I know it is not illegal to walk down a street with a bike helmet on and I've seen it on many occasions without thinking that guy/lass is looking to conceal their identity. That is the correct approach based on the idea that we are supposed to live in a country where the state does not tell us how to dress or look.
