I still can’t get my head around them announcing this in advance. I’ve no recollection of this before other major terrorist atrocities.

IRA used to announce them so people could evacuate. Their intention was to cause damage to businesses/institutions.

ISIS and all these other spin offs are aiming to cause maximum casualties and shock/panic so wouldn't usually announce anything.
