I would again like to ask the question - if Barkley is signed and not registered for the UEFA Champions League, does the fee go towards our spending limits? Does UEFA have any jurisdiction outside of their own competition, especially when the Premier League has its OWN FFP?

That's a good question. I don't know the answer. I wonder if UEFA know!

Also with Mangala that's 19 NHG. Two to leave....Garcia and someone perhaps?

Our only crappy players are really Sinclair and Boyata...typically both homegrown...if only they weren't.

The world will have gone mad if we get £20m for Rodwell & Micah, I'd be surprised to get 10.

Imagine if both were fully fit ?

If you were Roy would you have taken our two or Glen Johnson and Jordan Henderson ?

Either of them could and should be the missing piece of a jigsaw to a premiership side that wants to go places.

Manchester City are close to sealing the £32million recruitment of Porto defender Eliaquim Mangala.

Mangala was last night undergoing a medical in Manchester.

And Sunday Mirror Sport can reveal that the France international’s impending arrival will signal the departure of several members of Manuel Pellegrini’s squad as the champions look to raise the cash for a sensational swoop for Everton’s Ross Barkley.

City failed in a bid to sign Mangala in January, but the 23-year-old finally agreed to join them after taking a week to decide on his future following France’s exit from the World Cup.

Serbian defender Matija Nastasic is now surplus to requirements following the capture of Mangala, and City are hoping that Juventus and Roma follow up their interest in the 21-year-old by lodging a bid that matches their £15m valuation.

The club are also looking to raise a further £20m-plus with the sales of Jack Rodwell and Micah Richards – which would then put them in a position to test Everton’s resolve to keep Barkley.

City are close to the £49m spending cap imposed on them by UEFA for breaching FFP regulations after recruiting Mangala, Porto team-mate Fernando and Malaga keeper Willy Caballero.

They have also landed Bacary Sagna on a free from Arsenal and must now sell if they want to invest again in Pellegrini’s squad.

There is an acceptance at the Etihad that a move for England midfielder Barkley may have to be put on hold for 12 months because of the fee that Everton will demand.

But if all of City’s planned sales fall into place then the champions could bring that schedule forward.

They could raise even more money by selling James Milner, while Alvaro Negredo is still a target for Atletico Madrid and Inter Milan want Stevan Jovetic.

But Pellegrini has no wish to allow any of those three to leave, and he is confident that Milner will either sign a new contract or see out the last year of his current deal.

Rodwell, a £13m signing from Everton in 2012, has seen his career stalled by injury problems.

But there is still widespread Premier League interest in him – including from his old club – and City believe they can recoup their money.

Richards has entered the final 12 months of his contract but City’s £10m valuation has not deterred Liverpool and Newcastle from keeping him on their radar

If ever I've seen an article written from stuff on bluemoon.....

;-)

Also my first thought...... (waves at Mirror reporter....)

all of the above has been directly lifted from here imo.

IMO no it doesn't, the spending cap of 49m is only for players registered on the A list for CL. But there was a bit about wages being overall the same and the other bit that when we submit our accounts we cannot exceed the amounts we have agreed to something like 20m deficit. So in theory we could blow 50m on him and not register him for CL, in most player transfer having spent that amount on a player you would want him in CL squad and because he hasn't been at the club long enough even though under 21 we would have to put him on the A list. However if he were content to play just in domestic competitions so long as our overall accounts meet with the limits I would say we can sign who we want for premier league.

Well considering Fulham payed £11m for Ross McCormack I would say the world has already going mad!

I think it's time we stopped underselling our players. We don't need to sell anyone. So IMO we can hold out for what we want.

Of course that may mean some players missing out in playing, but that is not our concern.

We have to put the club's need above that of any individual. If that means we are unable to make a move for Barkley then so be it.

I am pretty sure that is the case also. No surprises the media getting it wrong again

However, it does seem that Javi Garcia may have to miss out on the PL and UEFA CL

Maybe he should go to the European Courts if this happens, as FFP regulations are preventing him playing football.

I believe that is the wages for the CL squad Rammy.

I am not sure if the spending cap is just limited to the CL.

From what has been said the club seem very certain it will at least break even in the next accounts, so am not concerned about failing next year.

But still won't be allowed in PL...unless he intends to challenge the HG rules
