Maybe pep just wants players from the Prem that can come in and be already comfortable with the league. Haaland the exception as he’s a world world class player. It’s why I think if Bernardo some how left this window if Barca got the cash and could change his mind. i would take a guess that his replacement would be in the premier league.
This is the point so many miss when they start chucking in players from other leagues as if Pep and Txiki have never heard of them.
The process behind any investment (including football transfers) is about mitigating risk as much as possible. Clearly there’s a level of risk behind any investment - and the balance of risk is what gives any investor their reward - but the process is about doing the appropriate due diligence to de-risk the investment as much as possible.
The least risky players are those who are already playing in the PL. They know the tactics managers deploy over here, the way games are refereed, the culture, the weather. They’re more likely to be able to settle, step in and start delivering for the team more quickly.
Clearly we need to take bigger risks on players from outside the PL too, when the rewards can be so great. Look at the three statues outside our stadium for three exceptional examples of this in practice.
But if there’s a PL player of the right quality in a position we’re looking to fill - we’ll always try and bring them in.
It’s the same with any team, and it’s why Mendes is doing what he’s doing at Wolves - bringing players into the PL at low prices to prove them in the league and de-risk them for bigger clubs.

Buying a player from another league is always a risk, and if we feel we can avoid that risk for the right price - we will do that every time.
