It's an interesting one. I completely agree with your first point and hope we either tell Levy to piss off or add 10m onto Gabby's price for them.A couple of thoughts on this.
1. Why the fuck would City sell to these pricks after last summer unless they will pay above anyone else.
2. They continue to buy these players they are a potential rival so again why sell to them.
3. Why would gabby go where there is just as much composition for forward places as City and no guarantee of game time.
