Would PSG help City get stronger? Why would they? How could PSG get stronger without Neymar without making City stronger with Neymar?

Similar to City, PSG dream about the CL. It wouldn't make sense from their perspective to help a rival get stronger. If they don't think Neymar would strengthen us, why would that be?

A lot of questions have to find their plausible answers before getting enthusiastic about the possibility to sign Neymar, if there is such in the first place.
PSG need to get him off the wage bill and they can't exactly look around and sell him to Bordeaux because they aren't a threat can they?

Doesn't make any sense. They want him out, who are they going to sell him to if not a CL rival? He isn't retiring.

This doesn't answer my questions, though. We are one of the biggest favourites to win the CL, the trophy PSG dream about. Barca wouldn't sell to Madrid a world class player, unless Madrid meet his clause. There is animosity between PSG and City, they wouldn't help us get stronger in order to get rid of Neymar's wages. Unless they had promised to Mbappe they would get rid of Neymar whatever the circumstances.

Business between City and PSG involving a huge star is unlikely, unless they know something about the said star we/City don't know yet.
