I think Kovacic is, he isn't at the level Gundogan is but I'd put him at 80% of Gundogans level now and with a few months with Pep he'd be approaching Gundogan's levels.

Well, let's not forget that Gundogan wasn't always at this level with us, it's pointless to deny that. It was only after David Silva left that Gundogan stepped up and became this good. Before that, he was more of a secondary figure.
