I don't get the Wirtz shouts. If there were one player comparison for him it would likely be Phil. Both are great in the final third but not great off of the ball and want to occupy the same positions on the pitch. It would be a slap in the face to Phil to bring him in. Paqueta makes so much more sense as he's great defensively and provides more balance.
