Can blame the board but it’s glaringly obvious the charges are causing havoc
If the charges go away tomorrow Gundogan, Bernardo and Rico Lewis is still the worst midfield in England.

Poor recruitment has been arrogance, not due to the charges which would be the easiest thing to work around for incoming players

The charges were there during in the summer window, and the last winter window etc, etc.

The charges were also there when we went out and signed the most hyped young defender on the planet for a massive fee. The charges are completely irrelevant to our transfer business.

Our policy when the team has been winning has basically been one first-team signing every summer to bed in amongs the thriving settled serial-winners in rotation. This year, in our arrogance, we didn't identify any holes in the squad outside of the Gundogan shaped one which we thought we were very clever in filling with the literal return of Gundogan. We obviously thought we would get another year of good performances out of this group of players, and hoped that it would easy to identify which of the old guard needed replacing first. Little did they know (but entirely predictable after the intense pressure and success they have been under) that all of them would fall of a cliff. Add a injury crisis to this and a dip in form is suddenly turning into a crisis that can possibly harm the club short-term.

It is farcical squad management, and my guess is that every single one with a job description that affects squad planning and recruitment is under evaluation now.

Take this with a pinch of salt if you want, but heard from someone before that City do accept internally that the recruitment over the past 2/3 years has been not good enough for what we needed given everything. January is being taken seriously apparently. Doesn't mean we'll sign anyone, but I do think this January window will be different than the others - think there will be a genuine intention to sign someone for once.
 
Take this with a pinch of salt if you want, but heard from someone before that City do accept internally that the recruitment over the past 2/3 years has been not good enough for what we needed given everything. January is being taken seriously apparently. Doesn't mean we'll sign anyone, but I do think this January window will be different than the others - think there will be a genuine intention to sign someone for once.

The fact that you've caveated that by saying we won't necessarily sign anyone sums up the current state of the club, for me.

Even now they can't act decisively.

As part of the collective absolutely. I still hope and expect a individual Premier League level performance from him though. I love Bernardo and Gundogan but they are both completely done at this level. Gundo is probably the worst midfielder in the league on the eye test, statistically he is definitely the worst. I like Rico as well, but hard to get around that he isn't good enough at this level to do what Pep is asking from him and that in itself can be as damaging to his career long-term as it is for our tactical plans short-term.
