I did assume Pep would be the deciding factor for these type of players, but they have all rejected us as a club rather than not being able to stump up.

Off the top of my head, Jesus, Sane and Bernardo have made Pep the deciding factor.

I don't get what Liverpool, Chelsea or Dortmund have that we don't. We're CL every season, world's best manager, amazing training facilities. What is putting them off, are we just stingy with wages?

If we've been rejected by all those we really need to rethink our wage structure if that's what it is. Or employ a world class PR company to boost our image in the right circles (ie players and agents).

Well his wages are the big gain, 20m for Garcia and 20m for Stones isn't that unrealistic. 50/60 for Kounde so its not that far off.
