City are in a strong financial position and don't NEED to sell to buy. However they are also well run, and will have an idea of what sort if income they'll want to bring in to be able to spend circa 200 million. This is all very normal business practice.

Its almost as if the fella who doubled his money by bailing out Barclays with £3.5bn knows what he is doing when it comes to business. He hasn’t needed to put a penny of his own money into City for years because his initial seed money has grown into a forest.
The media cretins who bang on about state ownership, sportswashing and bottomless resources really don’t have a clue, they are trying to make sense of a world which is hundreds of levels above their pay grade and expertise.
