As soon as a player wants to leave, several clubs will put in bids for him.
At that point the club will decide which offer(s) they will accept if the valuation fee is met, and then speak to the player. I don't think the Haaland transfer is as black and white as people are making out.
It's exactly how football works.
How it doesn't work is how Twitter and the media tell you it works. Auctions, bidding wars, several clubs bidding etc rarely happens at the very top level.
What happens at this level is what is going to happen with Haaland. His agent will tell a club that they are his preferred destination and they will bid. Everyone else will go home.
