As I previously understood it, teams can have two players outside the designated salary cap?

Why Galaxy could pay Beckham and Ibrahimovic the huge sums they did.

Same went for Lampard and David Villa at NYCFC.

Beckham's own team Inter Miami are proposing deals to Messi and Ronaldo, so think can assume the MLS make allowances.

Nope, he was a waste of space, turned it on when he really wanted to but normally to be found shirking behind a wall dangling his leg out like a coward.

He could have been a truly world-class talent if he wanted it badly enough.

Do we keep Mendy for another year. His value is at rock-bottom right now and we're obviously looking at some high priced signings in other areas, so why not?

He seems to be getting over his injuries, he'll have a full pre-season and he is liked in the dressing room.
If, i know a big if, he can get anywhere near his best again, he pretty much ticks all the boxes you describe.

You never know he could be this year's John Stones.

MLS allows you to spend above the salary cap on three players. It wouldn't be a problem. However, slight correction is that Ibra wasn't even paid that exorbitantly. They got him on a dodgy deal.
 
Duncan Castles on The Transfer Window podcast is saying Joao Felix is available this summer and City are interested.
