To sign anyone we'd have to get rid of one of these players from our 25 unless we sign a homegrown player.

Reading that list, I can't help think that Garcia and Pantilimon would be the two most likely players to be moved on in the summer.
 
Unless my maths is way off, there's only 15 names on that list and you're allowed 17 foreign and 8 HG aren't you?

Rodwell and Richards - have to be sold because their perma crocks.

Sad to lose
Lescott - I'd like to keep him however he may want to move.

Never been good enough and robbing a wage[/color
Boyata - simply gash.

Might have to go because he's not homegrown
Pantillimon - he's good however to keep in line with the quota he may have to leave.

Hart - Top-class keeper, homegrown.
Zabaleta - Best right back in the league.
Kompany - Best centre back in world football, our captain.
Yaya Toure - Best all-round midfielder in the league, goalscorer.
Fernandinho - Essential to the way we (and particularly Yaya) play.
Silva - Most creative player in the league.
Navas - Offers width and pace lacking in our other options.
Nasri - Most improved player at City, as good as Silva on his day.
Milner - Versatile as it gets, hard working, homegrown and consistent.
Lopes - Uber talented, best youngster in the squad.
Jovetic - Potentially our Bergkamp/RVP, huge talent and letting him go would be admitting defeat.
Aguero - Top scorer and our best player (possibly ever).
Negredo - Beast. Influential in Aguero's form, and all-round striker with a great goal scoring record.

Replaced if upgrades are available:
Pantilimon - Decent backup, but homegrown player may be a better choice.
Clichy - Only if we can get Shaw or Rodriguez (from Wolfsburg).
Demichelis - Mangala please.
Garcia - Improving, but an upgrade would be helpful.
Dzeko - Good goalscorer but can still let us down on occasion, doubt an upgrade would be available anyway.

Sad to go:
Lescott - looks on the way with Rekik coming back.
Richards - Love the guy but is too often injured.
Rodwell - Ditto. Also, Zuculini coming in.

Would only sell if a (very) good offer came in:
Nastasic - Good young player, but would sell for 20m upwards
Kolarov - Good attacking player, much improved. Take upwards of 20m also.

Never been good enough:
Wright - Not that it matters, has never played and probably never will.
Boyata - Poor/average centre-back, dogshit right back. Move him on.

We have to sign:
Mangala
 
Demichelis will stay, we need 4 CBs. SO Kompany, Mangala, Nastasic and Demichelis for next season hopefully.

As a CB he is nowhere near goood enough for us, he actually looks better in CM - He looked woeful against Watford in the first half, a mid-table Championship team so how does that put him in thw category 'must be retained at all costs' ??? I
