It is. No recall is a rule in the Premier League between two of it's clubs, whereas in any other loan it's an option that the parent club have to agree to, much like the permission to play in domestic cup matches.

I thought the ruling was that if a fee is paid as part of a season-long loan then the parent club cannot recall the player without the agreement of the other club, regardless of whether it's a loan to a PL club or a club in a different league.

A Player on Long Term Loan may not be recalled, except for a goalkeeper or where the
Player is to be transferred permanently by the Club (or club) holding his registered
contract. A Player other than a goalkeeper so recalled cannot be permitted to play for the
Club (or club) holding his registration after such recall until the end of the Playing Season.

And from FIFA re Chelsea a few years back.

"If it's a season-long loan, it cannot be terminated in order to bring players back," said a Fifa spokesman.

I think he could hold down that 4th spot,however,i don't think that would be optimal to his development.

I'd like to see him loaned at a lower table Prem club for 6 months,see exactly what he's made of.Its possible he could then be challenging.
 
I think he could easily be our 4th, but with a more prominent role than Boyata, so more like a joint 3rd choice. (depending on the game, whether we need Demi's experience or a chance for Denayer to get time)
 
I think with a bit of coaching, he could take over from Zabba at right back this month & be miles better than what Zabba is producing right now.

Don't know if he has the engine to get up & down the line, that would he my question, but if he does, he's faster, better on the ball & right at this moment, a miles better defender. Be very good cover for a number of positions. Imagine he could do the left side too.

May be too good a footballer to play centre back long term.
 
Young defenders need games as their development relies so heavily on experience.

I still think if he carries on like he is, improving week in week out, a top European club will take him on loan next season, maybe even a Premier Legue team as long a they guarantee him game time

If I was City I would be trying to tie up a loan system between us and Celtic, I think it would be a great destination for a first loan as an 18 year old.
