Maybe, but I prefer skillful players like KDB,Silva, Bernardo & Foden to fill in the CM position.

Having Foden, I don't think City need another young 8/10. Gundogan's future replacement like Aouar should be higher in the list of priorities.
But if Havertz continues to develop as a sole CF (watch his recent game vs BMG!), he might become an ideal Pep forward with elite playmaking ability.
