The only scenario in which people can look at that number for Phillips and think it’s okay is if they consider the number rumored for Rice to be the norm, which it isn’t

If by very good player you mean someone who is constantly fouling the opposition but gets away with it cos he plays for the dippers then you’re bang on. Helps that he’s Brazilian I suppose ;)
