Depends on whether he wants to play every week for Villa or be a rotation option for a bigger club. I can see the pros and cons of both.
Starting at Villa won’t get him into England imo. If he’s as interested in City as some say, then it’s a long term move. Villa doesn’t seem like a long term move
 
If he wanted to go down that route then surely Newcastle would be a better option for him?
I think it’s all about long term prospect. He seems like the dude who’s in something for the long ride. Kalvin are close buds to Jack for example and Leeds wouldn’t be pissed off if he went too City rather than Villa or Newcastle. I think he’s gonna make a decision based on sensible progress and long term success.
 
Rodri is the best DM in the world... Ofc Phillips isnt better or starting over Rodri. BUT Phillips is a very good backup to Rodri, so we can rest Rodri more often.
We hardly ever play with 2 DMs. If we do get Phillips, it can only be as cover for Rodri. If we get to the CL final next season (don't laugh), and we had a fully fit squad (again, don't laugh) to pick from, and Phillips, not Kilroy, was here, no way would he be in the starting XI.
 
Another busy summer is inevitable under Steven Gerrard. The Villa head coach wants at least two other major signings, with Leeds midfielder Kalvin Phillips a leading target.

With Rodri being our best and unflinching DM this season, Fernandinho still got 32 games... even as backup, Phillips would get around 30 games. And Rodri getting more rest I’m guessing he’d get even more gametime. So that’s not an issue and Southgate would love to see Phillips develop under Pep for the WC.

Rodri needs a strong back up so he can be rested, has suffered from being overplayed at times. Whether that’s Phillips or someone else, it can only help him, he has probably played as many games as any other outfield player since he signed
 
Philips at £35mil release clause is a great deal and a smart purchase all things considered

If we have to spend the £50mil/60mil Leeds probably want then it's 100% a non start
There is a clause regardless of outcome today apparently, so city are never going up to 50mil

Well... Newcastle, Spurs, United and Villa are all linked. But would he get Pep or CL football with either? Spurs, perhaps. But players like Grealish etc value going into CL in their career and playing under pep even if they aren’t guaranteed starters
