Butt hell, if the sheikh wants to spend all his $$$ and it doesn't ruin Man City's FFP, then id say GET IN! (i know infastructure doesn't count, but who knows, they might alter the FFP)

How can this impact on FFP it is an American Franchise and would not come under the European Rules. Also the costs of NYCFC would be kept seperate from MCFC for their expenditure again would have no impact on the club.
The entire project is just a way of exploiting the american market and hopefully gaining a few more sponsors for MCFC.
