I lived and worked there in the 80s (in a role which required close contact with the police organisation). Perhaps things have changed since then but at that time I found the police force in Merseyside to be riddled with corruption, as was the local council.
I met a couple of City supporters who now work in the Met as police officers a couple of years ago at a London away match and they told me that the Merseyside force has a dreadful reputation with other forces. I have seen enough evidence of their incompetence attending games at Anfield over the years. In my view they are the worst at crowd control, worse even than the West Midlands force.

How the fuck have they got away with it for all these years? Don't other forces complain when they deal with their incompetence or is it brushed under the carpet?
 
Liverpool fans - Angered and offended by the suggestion they would gather in numbers to celebrate the title

Liverpool fans - no remorse or apologies when they gather in numbers, set fire to buildings, attack key workers and leave the City a state.

A group of volunteers went down and tidied up after last night and have asked for contributions for a charity. No Liverpool players or Club have made a contribution. Probably more due to the fact they worried about how their fan base would react if they tried to act with a bit of class.

Its a level of sheer fucking turncoatery i dont believe you would see anywhere else in world football mate.

Yes as a professional you might play for them as its your career and money but the way they then seemingly worship a club they have grown up despising and seeing as the rival is just beyond me it honestly is.
