It certainly worked in the Bundesliga for a while but you need the players to do it and he had some good players. But once a few key ones went, it clearly affected them, in the same way the loss of key players like Alonso, Mascherano, Gerrard, Carragher & Suarez has affected Liverpool.
He could do it but it's a stretch to think he's going to wave a magic wand and turn Milner into Reus.

Can't remember who, some ex-player or journo was touting Carragher to go back in a behind the scenes role to help organise the defence.The PL experience issue can easily be sorted by having decent support staff that do have that experience. They need a Brian Kidd character, someone who knows English football inside out but who is happy to have a backrow seat. It will be interesting to see what happens with the coaching staff and the infamous transfer committee.
