I would say from reading these quotes that Mancini's opinion is...
"He has good qualities; he trains well and works hard and is a nice lad
...but he's not of the right quality football-wise for us."
If I were you I'd be more concerned by the headline of "MANCINI - SINCLAIR FAILURE MY FAULT" which doesn't seem to be a quote, more like a sensationalised heading to show the story in a negative light.
