I assume hes played in the capital one cup already so therefore he'd be cup tied if they were to make it to the final? (If he signs)

If it means winning the title....who cares?
They'll be back in the market splashing cash in the summer.
They fear City, so if they can beat City as champions, it will empower their summer signings.
Kagawa is a very good player, but he is no Mata. Even if Moyes is stupid enough to persist with Rooney as 10 over Mata it still won't negate Mata's impact. Unlike Kagawa, Mata has fantastic delivery and can still be very effective out wide. The problem is he leaves that side completely exposed. As things stand Mata is probably still a better player than Hazard.
As has been mentioned by others, where are they going to play him? If they persist with their 4-4-1-1 then when Van Persie and Rooney are fit Rooney plays in the No.10 role which is Mata's natural position, pushing Mata wide limits his options in the same way United have misused Kagawa. And they can't change to a 4-3-3 formation as they don;t have a good enough centre midfield to play it.

Rooney lacks creativity now. Players evolve and Rooney now is just a no 9. Yeh he can drop deep, but all he does is spray the ball out wide. He never creates anything through the middle. Kagawa is very dependent on the system. He needs the team to play quick passing football with lots of movement. Mata is someone who consistently creates chances out of nothing. Even if he starts out wide he can still come inside.
Mata is basically a player on the level of Silva. Mata creates more chances, scores more goals and is more direct. Silva gives you more control of the game, more possession and can better defensively. How would you feel if United were signing a Silva clone?
PSG have money and want a creative player. It would be great if PSG bought Mata and then United got Pastore.
Best case scenario United just buy Baines and Mata goes to say Dortmund.
