I think you would improve you atmosphere at Coms (Etihad Stadium) dramaticly with a little help from the club. Pick out one section that could be the "singing/fanatics" section, with a lot of flags maybe a drum and so on.
In Sweden, we have an club called 'IFK Göteborg' which have one section for "ultras" fans. And with ultras fans I mean fans that wave flags, sings, jumps, drums and so on. At that section, you don't buy a specific seat. You can move around on it. Maybe if you feel like waving a flag you can stand at a lower row, and if you feel like just singing you can stand higher up.
But at the same time, this club has another singing section with fans that don't jump, wave flags, use flares etc. They just sing. Like most of you English fans today.
Why can't City do this aswell? One section for "ultras" fans and one for those who like it the way it is today?

Of curce, you have your football culture and we swedes our. And maybe you don't feel the same over the ultras culture that we do in Sweden, Greece, Germany, Polen etc. And that's fine, I'm not posting this to decide what you should do. It's a suggestion, maybe this could improve the atmosphere at home games, maybe not. I think our team deservs all the support that they can get. You are doing a good job today, just look at your numbers at away games! City fans are absolutely one of the best in England, you truly rocks! But you can get better, and this is maybe a good way to get better?
But you know, you can stick with what you got or trying to make it more "ultras". I will still go over to your beautiful country a few times every year to watch City play.
