There is a reason the Uni student Mr Hedges got arrested... I have no idea what that reason is and it might not have anything to do with "spying", but I am certain there is a reason.
Time will tell.
In the mean time, I will not take any notice of what the UK tabloid press write about the affair. I don't take any notice of anything else they put in their pathetic excuses for "newspapers" and I am not about to start now.

Abu Dhabi is a dictatorship, the owner of Manchester City doesn’t get a vote on the final decisions made by the Ruler of Abu Dhabi, he is a single person in a very large and politically complicated family. He is a second tier Royal in a neighbouring state. Expecting him to impact jurisprudence in Dubai is like expecting Prince Harry to intervene in a French judicial decision.
