Metal detecting and finds

In my local museum they've a huge cannon from the wreck of the "London" an old wooden warship in the Thames - there's a sign over it saying they got it back a couple of years ago from florida where it was traced after some dodgy treasure hunter dredged it up from the wreck and had sold it to someone over there - how the hell do people manage to do that?!
 
For anyone interested in this subject this was a fascinating article about a couple of amateur detectorists that found a massive hoard (worth potentially millions) but were caught in legal limbo because they daftly hadn't asked the landowners permission or formally declared it when they found it. https://www.newyorker.com/magazine/2020/11/16/the-curse-of-the-buried-treasure
