Fairness compels me to state that we should not generalise about women. They are all individuals.
We would not like it if, for example, someone said that all men had their brains in their bollocks and could only argue with their fists due to lacking the wit to do so with words.
But yes, some women can be very difficult, hard to read and almost impossible to please. Most of us will have been there at some point unless we are gay or celibate. Some of it relates to body chemicals - some women are much more ruled by their hormones than others. For others it can be a general mental health thing - women get depressed just like blokes do; maybe, on average even more so. Then we should factor in the reality that many men lack emotional intelligence and really struggle with hints and other subtle signs. Women tend to be good at 'reading' people. This is because of thousands of years of evolution, when they learned how not to get hit, or to get hit less. It also explains their tendency to indirectness and roundabout communication as opposed to direct conversations and assertiveness.
In short - it's complicated!
