Just read an article and I believe their whole argument behind refusing the cash is that PSG are infringing FFP rules. That's absolute horseshit, they can't know that PSG won't sell players to the sum of what they spend on Neymar. They only have to stay under a 30m loss and I think that's very realistic
The thing is by doing this they are harming Barca. They need the money in so they can buy his replacement but by dragging this out they're making that impossible for them.
Doubtful, banks will provide them the funds no problem based on Neymar's eventual fee
Truth is that there is nothing to prevent Neymar's lawyers to just deposit the funds in a notarized trust account and seal the deal this way. Should be noted that the difference between PSG & Neymar paying the fee are the taxes (€70 million)

Hazard will be a right pain in the arse for Chelsea if Barca make a serious move for him.
I think UEFA need to look into the legality of these very high buyout clauses then if they expect players to fund their moves. It seems like an impossible situation and imo a breach of rights. You either lower the clauses to a realistic sum or you allow clubs to fund moves.

They're worried that their product won't be as good when Neymar leaves. When players like him go it can have a knock on effect. Others leave and TV deals inevitably suffer.This just makes those in charge of La Liga look like a bunch of smacked arses. Maybe realising their product is not as great as they thought.
Anything other than UEFA jumping in and telling La Liga/Barca to suck it up can only be seen as discriminating against the French League and PSG.
