I think those wrapped items scattered through the hotel floors are bathroom pods. Fully finished pods, not pallets of material that needs assembled btw. They are the right size, and way they are grouped in twos and spread either side of side of columns on the two levels, says to me they are ready to move into place and unwrap, and just plug in effectively. Mirrors, sanitaryware etc will all be already done within them.
I don't see that - have you ever stopped in a hotel with a 'bathroom pod' - classic French Campanile/Formula 1, I'm sure we can do better than that! ;-)

Most Japanese hotels use bathroom pods. The quality goes from a caravan feel to being indistinguishable from a normal bathroom. All down to how much you want to pay.

They aren't bad, and you'd be surprised how many are built that way. And how much it speeds things up. I think when I first saw the plans I thought they looked like a version of a pod by a relatively big brand. But then I thought the amount of variations here complicates it here. So not convinced either way yet, but seeing the site video makes me think it could well be that.

Edit. Just checked the CMP.
They are 100% pods.
