I'm going to assume it's got a couple of reasons. One being that it is a little more difficult because of the cables supporting the old roof. And the second being that I don't think they will want to weight bear too much on those sides and the towers until the steelwork is completely supported by the new frame being built up

They were putting in rebar and pouring concrete on the concourse under the terracing, probably needed to be done before they install the terracing above, along with what Wolfie1988 suggested

Was just about to add that in. That's imo the most likely reason, the sequencing of the pour below.
